Key topics of interest to KPERS in the 2024 session included working after retirement, retiree death benefit increases, retirement benefit multipliers, retiree cost-of-living adjustments, changes to KPERS 3, an alternative investment cap increase and more.

KPERS was monitoring several bills this session related to retiree cost-of-living adjustments. However, none of those bills were successful. The Legislature passed HB 2711, for KPERS omnibus legislation, which enhances the retiree death benefit and adjusts working after retirement for members and employers.

The KPERS omnibus bill passed the Senate on April 4 and the House on April 5.
Changes go into effect July 1.

Conference Committee Report on HB 2711

  • Increases the alternative investment cap from 15% to 25%
  • Make changes to Working After Retirement (WAR):
    • 30% WAR employer contributions threshold increases from $25,000 to $40,000
    • KP&F retiree earnings limit increases from $25,000 to $40,000
    • WAR employer contribution exemptions for Community Development Disability Organizations
  • Increases the retiree death benefit $4,000 to $6,000
  • Divestment from "countries to concern"
