We are governed by a Board of Trustees that makes technology resources a high priority. KPERS needs a dynamic Applications Development Manager who can tackle major projects on the horizon with updating and modernizing the pension administration system.
The Applications Development Manager is an integral part of the Information Technology management team and contributes to the application, development, maintenance, and improvement of the System’s business applications and the KPERS web portals. They manage relationships with business and vendor partners to address application performance issues and enhancements and drive service improvements. Responsible for managing the end-to-end application delivery through the entire Systems Lifecycle, including quality assurance and analysis.
Responsible for the direct supervision of the application development and database administrator staff to ensure commitments are on time, on budget, and on quality. This includes hiring and disciplinary actions, professional development, team building and evaluation for staff. Must establish and maintain a positive and effective team environment conducive to collaboration, communication and high morale.
Lead a team through cultural transformation, including organizational roadmaps. Define and transform into an organizational culture of continuous capability development and efficiency.
Manage internal and external suppliers in delivering the relevant applications through any application development and ongoing maintenance as required. Define development standards, practices, tools, and guidelines to ensure consistent quality delivery.
Partner with key stakeholders (e.g., compliance, audit, and business leaders) to assess the risks associated with proposed policies and regulatory change and give guidance to input into governance processes and standards. Drive the creation and enhancement of application solutions that focus on addressing business challenges and needs that drive efficiency and performance effectiveness for the business.
Monitor critical application governance, reporting on service level performance, and generating improvement actions where necessary.
Implement application monitoring across all platforms to ensure high availability and recovery capability of KPERS applications. Accountable for the overall security compliance of the KPERS’ application source code and development practices. Provide direction and guidance for the application development and DBA teams for information security, cybersecurity, risk management and compliance by providing input to the establishing and adhering to controls, processes, and programs in support of security, PII, SOX, HIPAA, and other relevant regulatory requirements.
Define, monitor, and mature application and database SLAs, metrics, and KPIs that ensure reliable and resilient delivery of application services. Bring collaborative leadership to the architectural design of the applications and the implementation of those systems, ensuring full planning and project lifecycle activities. Establish, maintain, and continuously improve foundational application development practices and procedures, including technical, software coding, unit testing, tools, and platform standards.
Participate in KPERS’ information technology planning effort. Maintain thorough technical and business knowledge of industry directions and service trends, implementing best practices across the organization. Ensure advanced application troubleshooting is carried out effectively.
Lead a team of specialists to develop and implement IT business processes while managing performance across all activities to achieve business objectives and continuously improve performance.
Lead the implementation of IT initiatives to improve processes, develop policies, and generate innovation. Contribute to broader IT strategy, adapt, and implement this strategy in area of responsibility. Estimate time, cost, and resource allocations required to complete projects and individual assignments for end-to-end application delivery.
Contribute to the assessment of customer needs, issues, and business drivers and recommend process and system improvements to enhance customer service.
Provides guidance and consultation on applications and related services to KPERS business, Project Management Office, and vendors, which may include reviewing system documentation, feasibility, design, testing, and implementation. Develop, build, and maintain effective relationships with KPERS senior leadership. Provide them with technological guidance and strategize with them regarding future direction.
Assure appropriate communications and coordination with management, Project Management Office, and Business areas. Provide timely and effective communications to the technical staff and leadership. Facilitate meetings, negotiate disputes, and present information and results clearly and understandably to various levels of customers, stakeholders, and IT subject experts.

A bachelor’s degree in Computer Science or a related field is required. A master’s degree in Computer Science or a related field is preferred. Ten years of experience coding, testing and debugging application programs with at least five years of supervisory experience in end-to-end application development and delivery.
Certifications, including Microsoft Certified Application Developer and Microsoft Certified Solutions Developer, are preferred but not required.
Education or experience may be substituted at the discretion of the agency.
$90,177 to $120,000 commensurate with experience and qualifications.
